About

Horizon Blue Cross Blue Shield of New Jersey (Horizon BCBSNJ) stands as the state's oldest, largest, and most trusted health insurer, serving as a cornerstone of New Jersey's healthcare landscape for over 90 years. Headquartered at 3 Penn Plaza E in Newark, the company is not merely an insurance provider but a comprehensive health solutions partner dedicated to improving the health and well-being of its 3.8 million members. Founded in 1932 as the Hospital Service Plan of New Jersey, its inception was rooted in a community-focused mission to make healthcare accessible and affordable during the Great Depression, a principle that continues to guide its operations today. As a independent licensee of the Blue Cross Blue Shield Association, Horizon BCBSNJ leverages national strength with deep local expertise, understanding the unique needs of New Jersey's diverse communities, employers, and healthcare providers. The company's mission is unequivocal: to provide access to affordable, quality healthcare for all New Jerseyans. This mission is operationalized through a commitment to innovation, customer-centric service, and strategic partnerships that transform the healthcare experience. Horizon BCBSNJ distinguishes itself through its not-for-profit status, reinvesting its resources into developing new programs, supporting community health initiatives, and enhancing member services rather than distributing profits to shareholders. Its unique value proposition is built on a triad of unparalleled provider networks, pioneering value-based care models, and integrated digital health tools. The company operates the state's most extensive network, including partnerships with nearly every hospital and tens of thousands of physicians, specialists, and ancillary providers across New Jersey. A key differentiator is the OMNIA Health Alliance, a groundbreaking partnership with leading health systems and physician groups designed to deliver higher-quality, more coordinated, and more affordable care. This value-based approach aligns incentives with outcomes, focusing on keeping members healthy rather than just treating sickness. Furthermore, Horizon BCBSNJ is a leader in digital innovation, offering members robust tools like the Horizon Blue app and secure online portal for claims management, telehealth visits through Horizon Blue@Work, and personalized wellness resources. Its expertise spans all market segments, including Individual and Family Plans, Medicare (Medicare Advantage, Supplement, and Part D), Medicaid (through Horizon NJ Health), and a full suite of employer-sponsored plans for small businesses to large corporations. The company's deep actuarial, clinical, and customer service expertise ensures it can navigate the complexities of the healthcare system on behalf of its members, advocating for them and simplifying their journey. What truly sets Horizon BCBSNJ apart is its profound commitment to the community it serves. Through the Horizon Blue Cross Blue Shield of New Jersey Foundation, it invests millions annually in charitable programs addressing social determinants of health, such as food security, behavioral health, and health equity. Its local presence, with members and employees embedded in every county, fosters a genuine understanding of local health challenges. In an industry often characterized by fragmentation and complexity, Horizon BCBSNJ strives to be a unifying force—connecting members to care, providers to resources, and communities to better health outcomes, solidifying its role as an indispensable partner in building a healthier New Jersey.

This company and their service is an absolutely joke. A bunch of incompetent employees who either don’t care to help or are so poorly trained that the extent of their technical knowledge is to uninstall and reinstall the app. They wasted hours of my time bouncing me around to different reps who were unable to give me access to the benefits (specifically telemedicine in this case) that I pay a lot of money for. They refused to let me speak with a supervisor and blantantly lied in an attempt to get me off the phone. These insurance companies need to be held accountable at some point. We’re forced to pay huge amounts of money to be “insured” and then they are held to no standard at all. I know most of you have no other choice since horizon is what the company offers, but if you have a choice, do not choose them.

This company is the worst. I signed up for a new plan in Dec and made my January payments for my new policy. On Jan 2 I got en email saying they would auto debit $922 from my account. I called and told them my payments are supposed to be $349 and please do not take the $922 as it's the wrong amount. We'll, they took the money out of my bank account anyway even though Auto Pay was shut off. I have reference numbers for every call. I saw that the money was taken out today when going in to set up Auto Pay for my new payments. My call Jan 2nd was 2 hours long including over an hour on hold. Today Jan 12, I wa son hold for 45 minutes and nothing is resolved. They cannot tell me how they went into my bank account and took almost a thousand dollars without permission and now they tell me it will take 10 days to get my money back. Money they illegally took out of my bank account. My January bill had been paid Dec 15th. How did they charge me for January a second time and also an amount that is way over the amount I will be paying monthly. I had BCBS last year and only paid around $500 a month. Im not sure where the almost 1000 came from. I do not trust this company. On top of that they allowed a Chiropractor to overcharge me for 2 months when my deductible was already paid off and I should have been paying nothing. Im stuck with them this year but will NEVER use them again. They cheat and steal money without permission from your private bank account.

This review will be a prime example of the lack of care & help from health insurance companies that we have in AMERICA. The disappointment & frustration this company has caused my family since November is beyond belief. (And still not resolved) I called the beginning of NOVEMBER to add my newborn daughter -born in October -to our already existing policy. I was helped by a representative who said he’d call me back after 1 hour on the phone doing our application because the computers were not working. NEVER heard back. One week later I called again to speak with a NEW person, had to fill out an entire APPLICATION AGAIN, (with my newborn crying) for another HOUR. With numerous emails I sent in proof of birth and all that was needed. This is now DECEMBER. Diane said she sent it in and had to send it in a second time because they “asked for it”. I have heard back NOTHING. Not even an email response back to me from the representative who helped me. I call again JANUARY, the kind lady Janine sat with me on the phone for TWO HOURS, to try to contact Diane & the team to get an answer. Supervisors couldn’t even help her….She understood how frustrated and confusing this is. She called me to let me know yesterday there’s still no answer. Today January 8th I still have NO ANSWER. My daughter has NO INSURANCE. Her doctor appointment was canceled last week and now tomorrow it seems the same. The stress and frustration this has caused me with no one to fully help is what makes me believe -like many other- that insurance is an awful corporation that only cares about money & truly has no idea how their own business is being run.

If I can give negative stars to horizon I will. I canceled my dental insurance last year and these people go ahead and charged me for dental this year and to try to get someone on the phone is impossible! Oh and don’t get excited when you finally have someone on the phone cause they will transfer you and then transfer you and then transfer you

Blue Cross Blue Shield of New Jersey is absolutely the worst from a customer service and medical claims processing perspective. It’s December 2025 and BC/BS NJ has yet to pay any of our claims this year. When we have called to inquire what the problem is with processing our claims we we don’t receive a satisfactory response. When we ask to speak to a Manager/Supervisor they have not returned a promised call back. We have paid the difference from what Medicare has covered and continue to get brushed off by BC/BS. They are our secondary insurance offered through my employer retirement program. We pay a monthly premium and we have received $0 from them and have not responded to our request for reconciliation.
